- The Minutes and Resolutions of the previous meeting were approved.
- It was reported that there were 162 victims of vCJD as at 29 September 2006, according to the figures on the Department of Health’s website. However Charles Russell were aware of 170 victims. Main Applications had been received in relation to 166 claims. By the end of this meeting, the Trustees had considered 161 cases on the claims submitted to date. There are five new claims being dealt with at present. The Trustees had considered a total of 330 claims for £5,000 Psychiatric Injury, 155 claims for Particular Emotional Hardship and 29 claims for Particular Financial Hardship.
- The meeting included consideration of three claims by family members of one victim for the single sum of £5,000 for psychiatric injury lasting longer than a calendar month that has been caused or materially aggravated by the fact that the victim has contracted vCJD, two claims in relation to two victims for Particular Emotional Hardship, two claims in relation to two victims for Particular Financial Hardship as a result of psychiatric injury and one re-submitted claim for Particular Emotional Hardship in relation to one victim.
- The Trustees considered the issue of foreign Victims of vCJD who did not meet the residency requirements of the Trust Deed. They confirmed that the Secretary of State had power under the Scheme to consider each case individually and to confirm to the Trustees that, on the balance of probability, a victim had contracted vCJD whilst in the UK.
- The Trustees discussed their proposals for a revision of the Scheme which might benefit future victims and noted that they had heard nothing further from the Secretary of State.
- Malcolm Tibbert handed in his resignation as a family representative on the Board of Trustees, effective from 31 March 2007. The Trustees resolved to send application forms for his replacement to applicable solicitors and interest groups.
